Jacques is an experienced attorney with a BA and LLB from Rhodes University and admission to the High Court of South Africa. He also holds a Master’s degree in Environmental Law from the University of KwaZulu-Natal, where he completed a thesis on the Spatial Planning and Land Use Management Act (SPLUMA) and its impact on public service infrastructure, with a particular focus on Sections 29 to 30.
Jacques serves as one of the Legal Advisors for the PropWatch and PropSol JV, a GeoAfrika-led property portfolio service provider for SANRAL. He is actively involved in aligning SANRAL’s planning and infrastructure development with SPLUMA, and regularly handles State Property management matters, including expropriation disputes and compliance with expropriation procedures.
Beyond his legal expertise, Jacques has also trained in mediation and alternate dispute resolution. He is currently exploring ways to integrate mediation and alternate dispute resolution in development legislation and processes for Private and Public-run development projects. This initiative highlights Jacques’ commitment to innovative problem-solving and his belief in finding collaborative solutions to complex legal issues.
