Odwa Dilizo
Director

Odwa Dilizo has an LLB degree from Nelson Mandela University (formerly University of Port Elizabeth) and is an admitted attorney of the High Court of South Africa. He serves as the Property Manager for the MAJV, the GeoAfrika-led property portfolio service provider for SANRAL. He is also the head of the Land Acquisition Team in Greater Edendale and Vulindlela Development Initiative (GEVDI) which is an inter-governmental initiative that seeks to redevelop Edendale in Pietermaritzburg.

Odwa’s focus areas include assisting municipalities with the facilitation and resolution of land tenure matters, as well as the acquisition of land in urban, rural or tribal areas for major developments, giving him an extensive grounding in Public Law. He is also often involved in the drafting of agreements, policies and guidelines for State-Owned Enterprises.

Karl Hoffmann has a BA LLB from Rhodes University and is an admitted attorney and conveyancer of the High Court of South Africa. He was appointed as a Director of HSG in 2014 and runs the Conveyancing Department. Along with general freehold and sectional title transfers, Karl specialises in project-related conveyancing across the public and private sectors. He has been appointed the conveyancer on projects including a range of low-income government housing projects, private gated estates and sectional-title conversions and/or developments. This experience is further enhanced by his extensive involvement in time-share based conveyancing for the First Group throughout South Africa. His other specialist focus areas include land assembly (consolidations and/or subdivisions), opening of township registers, and sectional-title establishment and transfers

Jacques de Villiers
Director

Jacques de Villiers has a BA and LLB from Rhodes University and is an admitted attorney of the High Court of South Africa. He has also completed his Masters in Environmental Law through the University of KwaZulu-Natal, completing a thesis on Spatial Planning and Land Use Management Act (SPLUMA) and in particular the effect of Sections 29 to 30 on public service infrastructure.

Jacques serves as the Legal Advisor for the MAJV, the GeoAfrika-led property portfolio service provider for SANRAL. In this capacity he is currently involved in aligning SANRAL’s planning and infrastructure development with SPLUMA. Jacques also deals daily with State Property management matters such as expropriation disputes and compliance with expropriation procedures. He has sat as part of the provincial SPLUMA working group dealing with the draft provincial SPLUMA bill and has been appointed as the Vice-Chairperson of the Umvoti Municipality’s Municipal Planning Tribunal.
